When elected officials become ill or injured for awhile during their term in office or are deployed to foreign lands to serve their country--- and consequently are absent from meetings-- their constituents tend to be tolerant of it.
But when government bodies deny citizens representation, that is truly intolerable.
The New Berlin Common Council voted unanimously at a January 12 Special Meeting, to waive Council Rule #34 and put Joe Poshepny back in the 5th District aldermanic seat for the remainder of his term. (Rule #34 pertains to the selection process for aldermanic vacancy, including advertising the vacancy)
Well, if that was the right thing to do, it should have been done a long time ago.
The City received Poshepny’s resignation letter back in August. Poshepny’s letter rescinding his resignation was dated August 26. That was four months ago!
Attending the Sept. 22 Committee of the Whole Meeting in a wheelchair, Poshepny explained circumstances and events regarding the resignation and rescission letters. The Council refused to accept Poshepny’s explanation and declared the seat vacant.
Poshepny retained an attorney (James Gatzke) to fight for his seat.
Instead of appointing Poshepny or someone else, the Council left the seat empty until January 12.
How was that in the best interests of District 5? (by the way, I live in District 5)
Remember that Poshepny had been elected by the voters of the Fifth District to a three-year aldermanic term which expires in April 2010.
The Council’s dithering resulted in aldermen from every district except District 5, being able to participate in the Council’s recent budget discussions, cast votes on the budget/tax levy and the mayor’s veto of the budget.
For District 5, it was literally taxation without representation.
In a published letter dated January 11, Ald. Ament contends that waiving Council Rule #34 and Poshepny’s appointment to the Council are “not about the Council changing direction under the threat of a lawsuit. It’s about doing the right thing by filling the vacancy with the person that was elected in the 5th District.”
Uh, huh. Too bad Ament and his aldermanic colleagues failed to do the “right thing” months ago.

Comment: Yes, unfortunately he was. However, by his OWN action he resigned, then sued and by his OWN action left his constituents 'hangin' in the wind' with his OWN lawsuit.

Now that the public has heard "The Rest of the Story", how about addressing a few lingering issues:
Regarding expense accounts as discussed in your two previous blogs it has been brought out that YOUR alderman also participates in the non-receipt accounting method. Question has been asked: What did YOUR aldermen spend HIS expense account dollars on during his absence from mid-May thru August (3.5 months x $250 = $875) while he was in the rehab facility?
Regarding this issue: In your previous blog you stated "Why should a constituent have to contact his/her alderman and try to drag such information out of him?"
Answer: Accountability.
Voice has heard comments that this alderman MAY have continued to receive his salary beyond the time of his legal resignation. IF this is true the continuance would have been do to in-action by the mayor to halt the salary.
Consider the following:
1. "IF" the alderman received salary beyond his legal resignation, one months pay equals salary ($7,000 / 12 = $583.33) & expense account ($250). That total ($583.33 + $250) is $833.33.
2. Combined the above with the controversial expense dollars from mid-May thru August ($250 x 3.5 months). That total is $875.
3. "IF" #1 is true, in good conscience it appears the alderman may owe the taxpayers a refund ($875 + $833). That total is $1,708

Earlier this week the Waukesha Freeman reported on the recent appointment of the former-alderman-once-again-alderman stating to settle the lawsuit brought by the former-alderman-once-again-alderman he WILL BE paid 3 months of lost pay.

There are multiple problems with this statement:
1. "IF" the context in the above Freeman statement is true, it might validate the former-alderman-once-again-alderman's actions.
2. HOWEVER, there was NO STATEMENT by council regarding any back pay.
Just so Linda hears this correctly: Council has made NO STATEMENT there was any monetary settlement involved.
In the public eye the ONLY OUTCOME OF THE LAWSUIT was the former-alderman-once-again-alderman WAS APPOINTMENT to the seat he resigned from in August 2009 AND DISTRICT 5 HAD NO REPRESENTATION from August 2009 through January 2009 DUE TO HIS OWN LAWSUIT. (Readers: Please pardon the use of capitalization, there is no way to 'bold' or otherwise emphasize text in this blog.)

The public should be reminded Linda is associated with a politcal action group (a PAC) called We Care New Berlin.
She will refute that her blog represents any co-mingling of her actions (statements) vs the actions (statements) of her PAC association.
It is election time.
The former-alderman-once-again-alderman is running for election in the upcoming primary election.
The former-alderman-once-again-alderman was endorsed by Linda's PAC when he was elected to office.
Voice has said previously "Knowledge is Key".
A New Berlin Voice's comments demonstrate how easy it is for someone who chooses to be anonymous to make untrue claims, false accusations and publicly spread inaccurate or misleading information. After all, by concealing his identity, A New Berlin Voice can deceive you about anything without have to worry about actually being held personally accountable for his bogus remarks.
For example, in his comment directly above A New Berlin Voice falsely accuses We Care New Berlin PAC of endorsing Joe Poshepny (the former alderman once again alderman) when he was elected to office. We Care New Berlin PAC had not endorsed Poshepny. It had not even existed when Poshepny was elected in April 2007. It formed later that year. I am the PAC's treasurer and filed the paperwork with the City Clerk. Those records show that We Care New Berlin PAC registered in November of 2007 and the first aldermanic candidate it endorsed/supported was Bill Moore who was running for re-election in April 2008. Moore won.
Miss Richter- You are correct in when We Care New Berlin was formed, you were correct in saying your gang did not endorse Poshepny. However you claiming that New Berlin Voice's comments are bogus- kind of reminds me of the pot and the kettle. You make up your own reality and claim they are fact. You shill for those who you agree with, yet chastise and berate anyone who you do not. Again you keep blogging and keep endorsing your candidates. New Berlin is waking up and recognizing you and your gang for who they really are!
I live in Aldermanic District 5. In 2007, Joe Poshepny ran as a write-in candidate. He must have had an effective campaign, because he won. On the ballot that year, there were two aldermanic candidate's names listed for District 5: The incumbent, Roger Hegeman and Don Counsell. New Berlin Citizens for Responsible Government had endorsed/supported Hegeman in his initial run for the office but chose not to endorse him for re-election in 2007. Instead, they endorsed Don Counsell. After Counsell received negative publicity due to being in a brawl/ tazered twice at a pub (His "mug" shot even appeared on NOW), NBCRG withdrew its endorsement.
Voice. This is an absolute red herring! We now know why she refused to respond in her last blog. The Chicago style We Care group had to stop the bleeding in her last blog and reinvent the attack on the only aldermen that stand in the way of them profiting at the taxpayers expense.

Here's what happened: Interesting how 'name association' works in one's mind. Ray McInerny, current(?) officer of the We Care New Berlin PAC, was the election campaign manager for the former-alderman-once-again-alderman. Apology extended on this one issue.

Stunned...Taxed Too Much...A New Berlin Voice...and Intrigued sure use the same rhetoric as individuals who have been on our School Board and are also very interested in city politics. The word "shill" is a dead giveaway. These individuals have driven the school system into a hole financially and stripped the school district of a well rounded educational system for the students. Trust me....if they endorse someone....vote for the other person.
Do you really want city services put in the same condition that our schools have gone. In the schools they are running around putting out one fire after another because of all the bad long term planning these so called fiscal conservatives did. Why would we want to do that to our city. If Citizens for Responsible Government likes a candidate....choose the other person. People didn't listen to this advice when it came to our schools.....do you really want the same thing to happen to the city ?

Waukesha elected officials are "Sharing the Sacrifice" ie returning part of their salary in respect of their fellow county workers who have furlough days.

Voice & Associates, why do you express such anger and hostility at the idea of a PAC, in this case We Care, supporting candidates for public office? After all, NBCRG has been engaged in the same kind of activities for quite some time. The NBCRG mission statement says that their purpose is to endorse and support candiates for local offices such as the BOE, City Council and mayor.
Ralph Heun writes a blog for The New Berlin Now that articulates the NBCRG point of view. I know that you are aware of his work as I have seen your postings.
It's easy to spot NBCRG candiates. They are endorsements by Ralph and other familiar faces through numerous Letters to the Editor. NBCRG candidates have signs and literature that feature a shooting star or is it a nova? The same design has been used for years.
Come to think of it, now that Stunned has introduced the concept one gangs, one could compare that shooting star logo to a gang sign. (I wonder if NBCRG has an initiation ritual and handshake. Do they engage in tagging? Sorry, I digress.)
To be honest, I haven't seen anything approaching that level of uniformity and organization coming out of We Care. I wish that I did!

Voice's opinion is that the electorate (we, the voters) have the Republican vs Democrat political parties already (yes, Libertarian, Greens, etc. also).
Local elections, like BOE, Council & Mayor, are the ONLY local public offices that are non-partisan positions, ie not Republican, not Democrat, etc.. The word 'non-partisan' is the key to Voice's opinion.
Local politics were designed by the draftees of the Constitution of the State of Wisconsin to allow the electorate total freedom (repeat: total freedom) to vote without 'political association' - and having local PAC's interject a type of 'political party' if you will which seems to this writer to defeat what the forefather's of Wisconsin intended.
Don't get Voice wrong, PAC's may have their place - but not in local government.

There is a BIG difference between the two PAC's in New Berlin but Voice will only bring one difference here:
One PAC extends a invite for an interview to ALL candidates for office, after a primary, BEFORE making an endorsement.
The other PAC does holds no interviews.
Voice will not name which PAC is which in the above example, let the reader supply the names.
There are a LOT of other differences but Voice is attempting to be polite in this PAC discussion.

Joe Blow is right…Residents will do well by thoroughly studying their aldermanic candidates. One can only hope there will be a positive and productive turn around in leadership committed to moving our city forward and not more of the political games.
Voice, in an ideal world local politics would be non-partisan, and dogs and cats would live together in harmony. Unfortuately, NB is not Camelot.
As I recall, the NB Taxpayers Alliance was formed back in the 1980s to cut spending. As education is a major local expenditure, they were especially active in supporting BOE candidates. Hence, we now have the conditions in NB's schools descibed by HTC.
At some point, the Taxpayers Alliance morphed into NBCRG, but with the same cast of characters and mission. CRG is definitely not simply a local organization...Try doing a google search. You will see CRG alliances throughout the country. I can't say the same about "We Care." They are definitely local.
If anything, the reluctance of the moderate voices in NB to organize has allowed NBCRG to have too much influence on municipal government, especially in our school system. But then again, most rational people would be hesitant to voluntarily engage in the mud-slinging and character assasinations that are NB politics.
Furthermore, I'm actually not comfortable with the idea of NBCRG holding candidate interviews. Are these interviews open to the public? Are all candiates for a given office asked the same questions, or are these interviews really designed to be "gotcha, you're a closet moderate" moments?

Mr. Patzer, has never, ever printed any material for the New Care group during the two years I was with them. Period.
While I was with WeCare Chiovater, Gatzke, Patzer were never members at any time. Vica Shaffer was for a very short period, mabe one or two months. I don't beleive any of these people determental to the good life of New Berlin, do you? If you do what does it say about the atmosphere you're creating.
How about telling us when the previous mayor and his sidekick will repay the monies paid to the Greek Orthodox Church and to the Human Resources Director, amount which I've read exceed a half million or more?
We all have a few crinks in our character and it hardly sets the rest of us free to constantly harp on what others are doing?

Stunned, thank you exposing the gang connections in our community. I have had a revelation. I believe that I am uncomfortable about the NBCRG interviews because that must be a part of their gang initiation ritual.
Obviously, the shooting star is their gang symbol. If memory serves me correct, their candidates' lawn signs are usually blue and white, showing that they are affiliated with the "Cripps." When NBCRG places their candidates signs in vacant lots and other public properties they are really engaged in "tagging."
No wonder the NBCRG has traditionally be seen as anti-public education. Have you ever heard of gang members that are PRO-EDUCATION? I think not.
I'm not sure if we should call the History Channel to come shoot an episode of "Gangland" or if we should invite Marty Scorsese to produce and direct "The Gangs of New Berlin," featuring Ralph Heun as "Bill the Butcher," Ray McInerny as "Priest Vallon," and Linda as "Hellcat Maggie." :)

Hi Ray. You seem to be a reasonable man and I thank you for responding to question 4. I assume you are no longer affiliated with We Care and assume you left before the DA was investigating them.

I am a reasonable man. The DA threw the case out because he knew all info came from the person's website who brought the charge against WeCare. It ended amicably and all is well.
There''s been too much ado about money and who should save what and when. The former administrations who wasted all the money on the Greek Church and the Human Resource area have no right to catcall others.
My perception is that by and large the past decade or so we've endured our moments of shame and fame as a city. I do beleive that most of our administrations and councils have tried their best.
Keeping up to the expectations of those of us not involved day-to-day with politics is hard for them to do.

A Milwaukee Journal article announced the formation of WCNB attributing the leadership to Ray McInerney, Sr.
Interesting note: A couple of years ago WCNB put out a letter addressed to council that very publicly bashed at least one private citizen. The letter was (typed) signed by apparently four officers (members?) of WCNB.
At least one (typed) signatory to that letter PROMPTLY issued an apology stating he was not involved in the writing of the letter, he wanted no part in what was contained in the letter and stated he would personally apologize to that private person. Apparently he left (resigned?) the group at that time. This person was not Ray McInerney, Sr.
When certain persons attempted to find out WHO wrote the letter and authorized the distribution of the letter, NONE of the other (typed) signatories took responsibility.
Apparently the letter was so very critical it appeared that WCNB went through a faze of disbanding. If Voice recalls correctly under the 'air' of a possible defamation of character lawsuit the WCNB website went down, comments were made they were disbanding 'but would return' sometime later in another venue.
Ray states he is no longer associated with WCNB. Maybe Ray could comment if his current non-association with WCNB is related to this non-authorized letter.
That situation (non-accountability) is VERY similar to Linda's non-accountability for her current statement that Voice 'lies'.

That situation (non-accountability) ((regarding the letter))is VERY similar to Linda's non-accountability for her current statement that Voice 'lies'.
Given that the Packers are no longer in the playoffs, and the Vikings easily beat the Cowboys, I had some time for research. For those of you who question Linda's veracity, it seems that she was actually quite subtle in describing the cause of Mr. Counsell's loss to Mr. Poshepny, a write-in candidate.

When I first read that the incident occurred at Mo's Irish Pub in Wauwatosa, I thought that perhaps it was the result of a St. Patrick Day celebration that became excessively jubilant, but it seems that it was on March 7th, the day after the anniversary of the fall of the Alamo. As we are not in Texas, the folks of the 5th District must have considered this incident as deal breaker.
